Angel Starr was formerly a member of SL-6. With her equally powerful Blessed Eye and Cursed Eye, she played an important role in investigation and gathering information. However, when Lightning was revealed as the villain known as The Fiddler, the team was dissolved; the aftermath, particularly Bruce Goodman's supposed death, led Angel to turn against justice and forge her own place as a villain.

Angel often wears very conservative clothing to tone down her sex appeal because it is difficult to use some of her powers when no one maintains eye contact with her.

Cool and confident, Angel gives off the first impression of one who is hospitable and eager-to-please. Inside, she is embittered and spiteful, especially disillusioned with the concept of justice and those who fight for the greater good. She used to be a genuinely loving person, but after Goodman's death she closed herself off and now seeks only to ensure her own wealth and survival. Angel has no qualms about using treachery, torture, and sex to get what she wants.

Angel's superpowers are focused within her eyes and their gaze. Her left is a Blessed Eye, which grants her the ability to see through illusions and perceive secret thoughts. Her right is a Cursed Eye, which can dominate other people caught in its stare, often freezing them in place or causing hallucinations. These powers only work when she has eye contact with her target.
Angel is also an accomplished chef and is familiar with a wide variety of culinary styles.
And she's an absolute beast in bed.

Angel doesn't have friends in the strictest sense, but does maintain a variety of contacts and allies that grants her a central position in many people's information networks.
- Bruce Goodman
- Angel's former teammate from SL-6 and possibly the only man she ever loved. It was his supposed death which lead her to turn from justice and become a villain.
- Neil Marshall
- Though Angel turned against much of her former teammates from SL-6, she never held anything against Neil. She does, however, believe his death was tragic in its ineffectiveness.
- Angel's Boyfriends
- Various weak-minded men who answer to her every beck and call. They serve as minions.
- Luke Atmey, The Eccentrist
- The owner of the Suvari Corporation relies on Angel for dirt on his clients and business associates.
- Godot, Le Comte du Café Cristo
- Le Comte often comes to Angel inquiring about government affairs.
- The Cadaverini Family
- Bruto Cadaverini often consults Angel about other underworld organizations, keeping an eye out for his family's safety and interests. Dee Vasquez, on the other hand, seems to be keeping an eye on the Cadaverinis...

- The Fiddler
- Former leader from her days in SL-6. Despite both being villains, Angel can never forgive Gant for betraying his entire team, including herself. However, as both are on the bad side of justice now, they have almost no direct conflicts, and she is one of the only of his enemies who is "safe" from him.
- Jake Marshall aka Dusk
- Former teammate from her days in SL-6. She turned from the path of justice after Neil's death, a betrayal that Jake will not forgive her for.
- Lana Skye
- Former teammate from her days in SL-6. Unaware of the full situation, Angel suspects Lana may have helped Gant fool the rest of the team. However, given Lana's retirement from being a superhero, their opposition is a quiet one.
- Apollo Justice
- Angel's greatest opponent in staring contests.
